The Siera Grass-roots Agency (SIGA) originally called the Grassroots Development Unit (GDU) was started in Moyamba 1989 in
by the (late) Dr. Harry Will. In 1991 Dr. Will was joined by other experienced professionals in development work including
(late) Dr. Raymond S. Kamara, (late) Dr Olu Williams (Late), Mr. S. A Kawa,(Late) Mr. Alfred Bonodick; for the registration
of the Siera Agricultural and Technical Services(SATS), an agricultural and rural development consultancy firm in 1991.
The operations of the SATS Consultancy services sustained the activities of the NGO through institutional support from
earnings. The Grassroots Development Unit was them fully registered as Siera Grass Roots Agency (SIGA) an independent Non
Governmental Organization with the government of Sierra Leone. The NGO activities which started in 1989 expanded and started
to deliver effective grass-roots community support first in Moyamba district and then during the war years, to Freetown; Port
Loko and Tonkolili and other parts of the country.
The original and first Advisory Board members of SIGA were: Dr. Raymond Kamara as Chairman and Dr. Harry Will who was
Executive Director (1991 -1996) and Vidal Roberts who was National Coordinator was secretary to the Board. Other Board Members
of the NGO were Mr. Alfred Bonodick, Mr. S.A. Kawa took over from Dr. Harry Will as Executive Director (1996 -2000); Mr. H.M.N.
Swaray and Mr. J.S. Bangura; all retired now.
